Heat a large skillet over medium-high heat.
Add 2 tablespoons of butter and garlic for 1 minute.
Add shrimp, salt, pepper, parsley, lemon zest. Cook 2 minutes on each side until just beginning to turn pink.
Add 2 tablespoons of butter, lemon juice and water. Stir frequently until butter is melted and shrimp are fully cooked. Remove from heat.
Serve with fresh parsley and lemon wedges.
