Brown ground beef in a large skillet over medium heat. Break into chunks with a spatula.
Drain excess oil. Add spices and water to the ground beef. Stir to combine.
Add salsa and refried beans to the taco meat mixture. Stir to combine.
Layer nachos. Place warmed tortilla chips on a platter as the nacho base. Add cheese and beef.
Add another layer of chips. Drizzle tortilla chips with queso blanco cheese and taco meat mixture.
Sprinkle nachos with pico de gallo, jalapenos, olives, guacamole, sour cream and green onions.
