In a medium bowl, mix oil, brown sugar, salt, ground mustard, black pepper, onion powder, garlic powder, paprika and cayenne pepper.
Coat meat with oil and seasoning and rub in.
Add meat and broth to the Instant Pot.
Lock lid and set seal to closed.
Pressure cook on high pressure for 45 minutes. Natural release for 15 minutes.
Transfer meat (not liquid) to a foil covered baking sheet.
Brush all sides with BBQ sauce.
Broil until the tips begin to brown, about 8-10 minutes.
Remove from the oven and serve.
